I drew up my own design.
I'm going to my local metal shop to have 10GA material sheared 10 1/2 X 20.
I'll also have them break the two sides, so it's like a 3 sided box.
Last time I had something like this made, it was around $10.

I can then take it home, drill my holes, remove (orange shaded areas) with a cutoff wheel and weld the sides, after bending my 45 degree angle.
A, B, and C would be determind by what type of tail light you would be using.
That's why I didn't include those measurements.
If I like the first one, I'll make some more for my other two bikes.

I have been working on my rear inner fender/tail light also.
First I used bristol board and took all the measurements and them made templates

Next I made MDF patterns from them, I used 3/8" MDF. The only reason I used 3/8" is I make lots of templates and it creates less sawdust.

Next, I use double sided tape and placed the MDF template directly onto the flat sheet aluminum, I used 6061 T6 aluminum 1/16" thick. In this pic I was making a face plate of my truck stereo, same principle (I can't find the other pic). I used a flush trim router bit (with guide bearing) carbide tipped. This type of router is a fixed base and only 3/4 horse but will work for this very well. One thing that really helps is to pre-cut your flat aluminum piece @ 1/8" or so larger than your final size, this way it is much easier on your bit/ router and you don't have as much mess.

I decided also to use 3 pieces. 1 for the inner fender, 1 for the tail light, and 1 for additional support. It turned out not too bad but it still needs work. I first had the rear signal light tabs on the tail light rear plate hanger but they broke off on my brake when I bent them 90 deg so I just cut them off and will use a separate piece the one in the pic will be replaced with a thicker one. This aluminum was @ 1/16" thickness and was a bitch to bend, I think if you anneal it it would be much easier.
