matte black frame

Hey guys, Im doing a complete rebuild of a 78kz650 and as part of it i'm repainting the frame, tank, fenders, etc.
The tank and fenders i'm going to do with a spray gun, but for the frame and other less visible parts I'm just trying to rattle can it. after stripping and wiping down with mineral spirits I sprayed on rustoleum etching primer and flat black rust preventing enamel. two coats primer, three of enamel. It looks great, but i noticed that if the surface is scratched at all the finish is completely ruined. it messes with the even-ness and looks shiny where scratched.
any idea why this would be? do you need to add another coat on top of the paint coat on the frame? or sand it or something?

Was the scratch there before you painted or do you mean a scratch in the final coat?
1980 LTD (changed over the years), 1979 LTD (being rebuilt), 1977 KZ turbo and various KZ's in various states of build. KLX110
