I'm not sure about the answer (need to clean my wheels..but no corrosion, just crud), but if you post a pic of the wheels showing the corrosion, it may help with getting an answer suited to your needs :)

Will the wire tooth brush scratch it? or take the color off of it?

I have tried at least three other automotive products specifically for mag will cleaner ----
Can't recommend any of them.

NOTE, with emphasis --- my mag wheel are NOT or do NOT seem to be Chrome (Toyota Camry 1993) they do not have a high shine/reflective ... perhaps a matte finish compared to high gloss.

I used Zep Industrial Purple Cleaner Degreaser (diluted with 50% about roughly with water) - available at Home Depot --- it was much better than the specific use alternatives at Auto Store or Amazon.

NOTE, I suspect this is the same as/or similar to what was Blast Off (now longer available, at least easily). Note Rinse many many many times, and wear gloves. Residual of this stuff will etch glass if left on what ever part, if it is the same/similar to Blast off. Again, I my mag wheels are NOT a chrome finish.

alot of people use a commercial mag cleaner that is basically muratic acid.

the best way is to remove them and do as martin did you can
polish and paint them to look magnificent

however if your just wanting to clean them up use a spray
on mag cleaner and a stiff brush or scrubbing bubbles, Awsome,
engine bright, oven cleaner etc.. to clean the muck up. grab
a cordless drill with either a cone buffing wheel (harbor Freight $3.50)
or a mothers polishing ball with mothers first then never dull seems
to work best for me

I am out of never dull to finish my wheel and swingarm but
it will help. wont make it bling but it will make them look
as good as they can without refinishing them
