No other way about it... Strip the whole tank... 
Nylon wire wheel it to bare metal including the rust area for as mentioned previously, you need to know what the hell is under the paint regarding "Rust" contanimations....
There's several brands of Rust Fix...
or my favorite... Dupli-Color Ahoy! :laugh: :laugh: :laugh:
Then bondo and sand then prep for paint....

Y'all are right. got to strip it down to the metal and go from there.
I chipped off more of the area and it's rusted alright.
