I had stains from the filler hole on my tank running down both sides from the PO overfilling and not wiping it off. I got a hot tip from a member of another board. Use baking soda and water. My tank is black OE and it took it off completely. I did cheat a little by using a foam disk on my battery powered drill and just kept going back and forth over the stains but you can get just as good results with a rag dampened and dipped in the soda. Don't reuse the soda when your done.

No, actually I used a disk and foam pad leftover from a Harbor Frieght kit I used to polish the lenses on my cars. Shouldn't matter though just make up a paste with water and go to town. After that I followed up with rubbing compound. This is my tank now. Are you sure it's gas stains?
