That's the correct part. Check Kawasaki.com
How did you find it there? 81 650 doesn't even show up in their dropdown menu and they don't find my VIN (hopefully because its too old?). I'm going to call Kawasaki but they don't open for another hour.

If you are on the H1 parts page, the H1 will not show up on the Fitment list because it is showing the OTHER models that the part also fits.
I thought that might be the case but when I click on the part number it brings up a new window and screams in all caps: "DOES NOT FIT YOUR 1981 KAWASAKI KZ650H CSR" and when I look up the same part under another bike it also does not appear on that other bike's fitment list.

Unless the bore is particularly clean, and free of corrosion, I'd scrap the thing and get something newer. Not to mention, old rebuild kits and so forth, are expensive.

49016-1010 is the correct part. the 83 H3 uses the same dust cover which is listed as the correct part for the H3. so the x-ref has a little error. the part is listed as unavailable.
Kawasaki confirmed that it is the right part, but surprisingly they say it IS available.

Master cylinders are the type of parts that both wear, and corrode. After 40+ years, it's almost a surprise if they are working.
Unless the bore is particularly clean, and free of corrosion, I'd scrap the thing and get something newer. Not to mention, old rebuild kits and so forth, are expensive.
I will definitely inspect it carefully. Only 8000 miles on the bike so corrosion is probably the bigger concern.

Ultimately brake fluid is hydroscopic so regardless of mileage unless the fluid has been replaced regularly the absorbed moisture will cause corrosion
