KZ650 Front Fender (Mudguard)

I’m a bit baffled as to what the purpose of this bracket is ? Having a dimple would allow it locate into something but why is it needed and which side is it supposed to go? The parts diagram show it bolting onto the left side leg but but why would it be needed when the other side doesn’t ? Bolting to the left as shown means you have the bracket the actual fender then the hose support bracket…..?
Ive had a good look around but cannot find the correct setup showing where it goes and in which order? Any thoughts guys

It fits on the right hand side (offside UK). It's a spacer to counter the cable bracket that fits on the Left Hand side( nearside UK).
It means the mudguard/fender sits on the center line of the bike. Without it the mudguard/fender would be pulled to the offside by the thickness of the spacer.
If you had twin disc you have 2 cable brackets and no spacer.
