Tire hitting down tube

Frames seem to be pretty rare for these (only a quick search but nothing came up) if you want to persevere with this bike the frame can possibly be straightened. The below company charge £75 for initial measurement and then the cost of repair builds from there. I guess there must be similar services available in your part of the world.
