From the cross-reference at Partzilla the upper triple was used on all 77-80 KZ650s. (the 81-83 650-CSR is different)
EB is probably your best bet.  I search by part number first. Then search the Kawasaki part name. then alternate terms.
steering head. steering stem. triple. front forks. etc.

Click the part for the x-ref:
www.partzilla.com/catalog/kawasaki/motor...-kz650-c1/front-fork

I might have one.  Will have to check.  Meanwhile search eBay.
I have several restored bikes along with a 2006 Goldwing with a sidecar. My wife has a 2019 Suzuki DR 650 for on and off road.

There's a front fork triple tree assy for the C1 on EB for about $105T. rusty but looks straight.
and a 650B assy for about $120T w MakeOffer button.  or contact the C1 guy & make offer. you never know sometimes.
With a vintage motorcycle sometimes you have to bite the bullet. hee.

EB search = KZ650 front forks
item number for the C1: 262552458123
item number for the B:  184627283877  ...
Description says Twin, so this might be for a 750B, not 650B. verify fitment before buying any part.

Glad you found one.  I finally found mine.  I have two, shown below.  The first one is from a later machine.  You can see that the front/back difference between the forks and the tree is quite small.  The gauge mount is different from my 650.  Not sure about the second one but it has a standard gauge mount and a typical distance between the forks and the tree.  The lower is chrome but the upper is black.  I painted both trees.
