No eBay APP ID and/or Cert ID defined in Kunena configurationI don't think you'll ever get it looking like new, but some things might help to fade the discoloration, try each one by one:
Bleach
Rubbing alcohol
White vinegar
Baking soda paste
Dissolved dishwasher tablets
In each case, soak and check, and then thoroughly rinse. Some might damage the plastic, so having a backup plan could be useful. If you want to stay close to original, new ones are being remanufactured: Not cheap, but you also get a new master cylinder & seals.
Or just go for an all aluminium one from a similar bike, repaint it black.

SalonCare 40 has been suggested here on KZR. I've never tried it.
From an internet search, the product is used for lightening hair & as a bleach booster for hair.

That stuff might work as well - it's hydrogen peroxide, here's the MSDS:
