There is a small ring that goes on top of the fork ear.  Did you put it in place when you put things back together?
I have several restored bikes along with a 2006 Goldwing with a sidecar. My wife has a 2019 Suzuki DR 650 for on and off road.

Are you 100% sure you pressed in both races all the way into neck? Those bastards are sometimes tough. Especially when knocking old ones out? Leaving a burr or chisel mark. I always make sure to clean with air grinder and a scotch wheel. Plus I freeze the races. And warm the neck with propane torch.

Also as a tangent. years ago. before allballs racing components, there were 2 different #'s later 1000's and early Z1/KZ900? This was on a drag chassis so did not matter. I recall that set being taller? That was over 12 yrs. ago.

Good luck, recheck them race's

In reference to HRMs reply, this is the ring he is referring to I believe.  Easy to leave it out sometimes.Rick H.

To add here, so far every suggestion is correct. There are also a rubber collar and another stamped ring that need to be installed for the headlight bracket to be tight. See red circle added to RickHs post.

I have done 7 of my z1-kz with new tapered bearing kit and had no issues.
you need rubber o-ring,washer , chrome cup , light ear then a small metal ring on top.

If those parts were missing on your bike then it is no wonder things are loose.  I didn't see the upper rings in stock at Partzilla, but I wasn't looking real hard either.
