'83 GPZ Handlebar Holder Mounting Bolts

Hello All,
I am reassembling the front end of my '83 GPZ 1100 (DFI), and I am going through the service manual to make sure I torque everything correctly. The manual clearly states that I need to torque the "Handlebar Holder Mounting Bolts" to 54 ft-lb, but I can't figure out which ones those are. Those bolts are not called out in any picture shown in the service manual. Could you guys help me? Is it the big bolt that screws into the fork?

The pic you posted says it's a 32mm bolt. Leaves you with few options but the fork cap, doesn't it?
