Looks like your stem of the lower triple tree or fork legs are bend in a front collison.
Bent fork legs have a dent in the clamping area below the lower triple tree.
Loose the clamps, turn the fork legs and check if the stem center position to the upper triple center change.

There's a upper and lower triple clamp. The steering stem is on the lower clamp. As suggested the forks may be bent or the lower clamp. Hold the lower clamp on a table and see if the two holes are flat then see if the stem is square to the table.

nothing is bent. The center to of stem to center of fork is different as i measured. they are diff by half a cm. I have been informed that it is an early Z1 stem, which makes sense because it had Z1 gauges on it. the one from ebay is also a z1 stem , it was advertised as a 76-78 stem. Trying to return it.

As far as I know the offset on all Z1 models and on the KZ900 was the same. Same rake, same trail, same offset. Just different mount for the dash on the KZ900. I believe the offset on KZ1000 models was also the same. If you have a mismatched upper and lower triple tree then one of them is not from a Z1. From memory, a Z1 offset is 60 mm.
I have several restored bikes along with a 2006 Goldwing with a sidecar. My wife has a 2019 Suzuki DR 650 for on and off road.

I'd like to see the lower clamp. The Z1 has a hole where a steering damper connects to the lower tree.

Is it possible you have an upper tree, (head) from a kz650. The meter mount the same, Partzilla says the 650 only fits the 650. Maybe the offset is different.

Re: stem and head issues
07 Aug 2021 18:46You are correct, the 650 clamp has less offset, the 650 triple clamps were a common modification on the 900's for racing, my friend has 650 clamps on his 900...Is it possible you have an upper tree, (head) from a kz650. The meter mount the same, Partzilla says the 650 only fits the 650. Maybe the offset is different.
