No eBay APP ID and/or Cert ID defined in Kunena configurationDid you try disassembling the fuel cap yet? There are a several screws on the underside. keep in mind that when you take it apart there's a latch spring that could go flying.

Some of these locks have little secrets for removal and installation. Look at it and see if there is a small hole somewhere on it that looks like you could put a straightened out paper clip in it. Usually this is done with the key in the lock and possibly turned to a certain position. In some instances once you get to that position you push on the paperclip and it releases the lock cylinder. Most often for any removal you need to have the correct key in the lock to allow it to turn to the removal position. Examining the new part may also help shed some light on this. This info may not help you out but you could always ask a locksmith what he/she thinks.

Well it was so easy that now I feel a shame for even asking
Basically in the bottom of the key rotor there is a lip that just needs to push in to be able to insert the rotor inside the fuel cap hole. Once inserted just move the rotor onto to hear a click. After that now I can used the key to unlock it.

Glad it was an easy solution.
I suspect the only person who has not asked such a question is a person who has never tried to work on a bike. We all have that t-shirt. I have a whole closet full of them.

I've never heard of anyone replacing the lock cylinder, so this is a first for me. hee. I was thinking it might be pretty easy, so glad to hear that's the case. As a point of interest, the 92-2001 Police fuel cap was also used on the 84 KZ700. And the lock cylinder was (is?) used on a number of other models, including various Vulcans.
