Fork oil replacement 83 Spectre 750

This isn't like the 81 ltd I changed fork oil in. The manual only states to remove top caps to replace oil in my 83 Spectre 750. Well I removed rubber caps, and there is metal plugs with possible snap ring. Anyone know how to remove these metal plugs so I can get oil back in forks? Attached is a picture.

Push the plugs down to lower the fork spring pressure on the circlips and remove the circlips with a screw driver

If the forks are on the bike, block the engine. the plugs are under spring pressure & can go flying.
