My 1100 Spectre had dead forks. They weren't leaking oil out the seals, but had about 2" of sag sitting and 1" more when I sat on the thing, front end would drop far enough under braking that the steering would wander side to side because of the steep fork angle and too much trail. This was with the max air pressure the manual said to have.
I pulled the forks off, and found the seals weren't leaking because there was maybe 40cc per leg of oil left in them. All the oil that could leak out already had, the seals were shot. Certain that it had never had a fork oil change or seals. I pulled them apart and cleaned the black goo out and fitted new seals. I machined some 2.125" long spring spacers and added them to give it some decent preload. used 12.5 WT oil, mixed 10 and 15 equally. Wow, it's like a new bike now, steers into a corner, front end does not wallow around, no wheel shaking over 80mph, and the bonus, I can actually get it up on the center stand now, the front end sag made that impossible.
