One problem I've seen brought up regarding Dyna beads was whether they could move about as intended. In addition to the interior of the tire being rough there can also be problems with them getting stuck in a bunch with the lube used to fit tires. On my XR650 they put the beads inside the tube, as I've said I'm not sold on the concept, but there seem to be a lot of believers.

I just think I'd get a better paint job by taking off the tire

Taking tires on and off is a huge PITA. If you don't believe me, just try it. Not worth it unless you intend to change the tire. It's not even worth taking a tire off apply an internal plug/patch. Just do rope plugs until it won't hold air anymore and than replace that SOB when it's fully worn out.

You can definitely paint the wheel with the tire on. Just get some blue painters tape and some old newspapers and have at it. That prep work will take way less time than getting the tire off and on.

let the air out and use playing cards to stick down between the bead and tire make sure they overlap each other.

+1, I just painted the wheels of my SUV but I used masking tape cut into 3-4 inch pieces & over lapped them, It's much easier than using long pieces, then used larger pieces of tape to cover up the rest of the tire

The most important thing is the prep work, the rims have to be free of ant loose dust or chemicals, so lots of Simple Green & then followed by Brake Cleaner
there are many You Tube Videos about wheel painting
I used VHT Epoxy Paint, which is self priming, no primer needed

You also have to consider that if you are painting the whole rim, you are likely to damage you paint job refitting the tires. Masking tape, pack of cards, petroleum jelly or a mix of all 3 will be easier in the long run than removing tires and all that can entail, particularly if you don't have the right equipment on hand to break the beads etc. to remove them.

I have experience . . . . . . . the type that tells me I don't like removing or mounting tires much :)
