Can these forks be identified from these numbers.....I believe thay are mid 70s kz 1000 A?...B?...or 650 ?

They look similar to my KZ650-C1 fork legs, but mine have a 6 (or maybe it's a 9) where yours are marked with an 8, and mine do not have anything at all where yours are marked K723R. Ed

OK....are the 650 tubes like this on top

with the rubber cap....?
