Wave washer needed?

Wave washer needed?

Hi all, still working on Project Phoenix. Does anybody know if the wave washer (P/N 46100-003) on the steering stem is needed. They're disco from Kawasaki and they're fairly high (for a bent washer) pin ebay.

1979 KZ1000 MK II frame
1980 KZ1000 C3 police engine
