How to adjust steering bearings?

I am going just to eliminate up/down freeplay (everything is removed, only steering axle is in)
Is that right?

No, there is a very specific procedure on mine. You tighten the stem nut until play is just out then a little more (there is a torque spec). I adjust mine more by feel. With wheel up, you tighten until it starts to "bind" movement then back off until it turns freely.

You need to loosed the upper clamp fork pinch bolts so the clamp can be pushed down to lock the adjuster ring. Might need to give a light tap with a rubber mallet to free up any binding.
