aside from any possible legal implications, are there any technical problems with putting this motor into this frame?

if you pay anything ...it must be first dmv approved and ....anything even a legal bike...like this thing...is really only worth about 1000 tops...and that really is just for the engine...if really really you want a kz and can wait few months the right one will pop up....for 2000-2500 you can get very very decent 900 -1000....and be way ahead money wise with no bullshit to deal with you save paying that price up front....

Yes, you may need to remove the motor to check the valve clearance. There may not be enough room above the motor to remove the valve cover!
