loosen bolts on headlight bucket and point it down, theres 2 nuts behind there on bottem of gauge mount.
if snugging those nuts doesnt help you may need to remove gauges and bracket to replace rubbers on triple tree B)

as wireman said rubbers on triple tree, but you may want to checkout the rubbers where gauges attach to the bracket itself . you probably have to take covers off the gauges . there is usually at the least 2 if not 4 or 5 depends on year and model .my 1982 ltd has like 5 on the back of each gauge.

If I think what your thinking, The guages themselves are loose on the aluminum bracket!
If so, take the tach and speedo off with the 2 8mm nuts, and cut down the 2 metal collars about an 1/8" or more. Then collars between the rubber grommets.
And put new rubber foam, insulation on the base. This will tighten up the guages and keep the vibration dampener effect going so bulbs don't blow out!
I have done this for years.

For reference:

And might consider sacrificing a computer mouse pad to replace the rubber foam.

Good Fortune! :)
