Steering Bearing Question

I have received my steering bearings and upon inspection of the seal fit something doesn't seem right. The smaller of the two bearings is fine. Seal fits tightly and I don't see any issue there. The problem comes with the larger bearing. The seal doesn't snap on like the other one and there is a rim on the outside of the center portion of the bearing.

I purchased these from ebay and they are the All Balls Bearings and Components Bearing Kit 41-6244
