Does this by chance refer to handlebar risers, or possibly handlebar set-back risers? :unsure:

The make pull back risers that are angled and bring the bars back toward the rider. You see em a lot in the HD crowd especially on the chops that are running an stretched backbone frame. They come in different heights and degrees of pullback.
