Put a spacer in the bottom leg and shorten them yourself. They make 1", 2" and 3" spacers or you can make then yourself. This is how many racers do it instead of cutting the fork tubes.
1980 LTD (changed over the years), 1979 LTD (being rebuilt), 1977 KZ turbo and various KZ's in various states of build. KLX110

I think the 38 mm Police bike forks are shorter than stock KZ as well.bj

I bought the shortened forks that were on ebay recently they were Z650 Tubes fitted with z1 sliders the z650 tubes are shorter from the factory
1x1973 Z1900,2x1974 Z1A900,2x1975 Z1B900,2x1976 KZ900s & 2x79KZ1300
XS1100 Yamaha solo
XS1100 Yamaha with DJP sidecar
FJ1100 Yamaha

By the way Sir, a wise friend ( Jeff from Z1) and I were discussing this because I too was thinking of doing this , he pointed out to me a couple things you may wish to consider about lowering the front forks.
Lowering the forks may make center stand and side stand useless ( OK, Obviously not that serious I guess)
most importantly.though..shortening the forks too much may cause the back of front fender to hit the exhaust under extremely hard braking creating a very exciting occassion.
I looked at the construction of the bike saw what he meant decided to reconsider....Regards
