what's the best setup. I think im running stock 16-38 right now. I want it punchier off the line but not alot lost on the top end. I was thinking just dropping one tooth up front to 15

I think the stock 16-38 is already too low. I am currently running 17-38 but wish it was higher like 17-36. With stock gears you crank 5000 RPM at 70 mph on an engine that redlines at about 7500.

do I drop teeth in the front or rear to make it quicker off the line...I want something well rounded. Most of my riding is max at 60 mph but for the occasion I need to hop on the highway I don't want to be left riding the safety lane.

Fewer teeth in front.

Then leave it alone. The stock 16/38 is already set up with enough pull to ride two fat people aboard. Mine used to lift the front wheel off the ground way back when riding me alone (160 pounds).

Stock gearing is 5K RPM @ 70 mph which is about 4200 RPM at 60. That screaming buzz used to drive me nuts on the freeway and I had to drop the gears. The only reason I can run stock gears now is I never go on the freeway and never go faster than 55 mph.
