Maybe, but the dealers were patching tires and replacing tubes as the "fix" for a tread puncture so it must be legally defensible. They won't plug a sidewall hole, but they would plug any center tread hole. They will also happily sell you a new tire if that's your preference.

True, I just don't like having any punctured tire on, especially these bias ply ones. A few strands of nylon snapped and you could have an unsafe tire. Bit less likely to be unsafe in a modern radial.
