I am trying to get tubes out so i can get seals out. It sounds like something below seal is banging into seal.

something is banging into the seal its a bushing do you have the lower legs still on the bike or in a vise if in the trees still pull very sharply on the lower leg or slider as somepeople call them me included doit until the tubes seperate if in the vise pull on the upper tube until it seperates it will take some serious tugs. the best way i can think of to do it is the same kind of motion you would use with a slide hammer. also do you have a manual this kind of thing is where they come in handy.

I'm a big fan of leaving the bolt alone and filling the whole thing with oil and using a jack to compress it until the seal pops out gently, pull it off, dump the rest of the oil, on with the new one in with the oil and done.

If you aren't holding that lower allen bolt in your hand, then the inner and outer fork tubes are still connected (despite the allen bolt being loose). Follow H1Vindicator's advice.

ok i loosened the bolt with rinch. will get impact rinch out and see if that will do the job. So if you dont have bolt in hand then it is still connected.
