83 KZ750 L3 front forks

hey guys i was just going through some pics on here
i have an 83 KZ750 L3 that i have put together "i got it in boxes . i have noticed that other L3 bike i have looked at have some sort of brace between the forks just above the front fender what is this part and does it have to be there as i dont have this piece
oh another question the stripes on this bike are they decals or painted on

Perhaps is the name badge, which Kawasaki calls a "fork cover." If so, such part is not a brace, and has no particular function besides covering and perhaps offering some protection to whatever's behind it (eg., brake line splitter) from bugs and stuff.
