uni-trak axle?

For those that are familiar with this uni-trak:

Do the (2) wheel bearings support the full 90# compressive load of the axle bolt?
I see the spacer that goes between the (2) bearings doesn't actually touch the bearings so that you can access the back of the bearings to drive them out.
