75 ZIB Steering stem roller bearings upgrade ?

I'm going to upgrade my ball bearings to roller bearings and I ordered a kit from Jeff that include 2 bearings, 2 races and 2 oil/grease seals.
My question is regarding the oil/grease seals.
Obviously 1 of the seal go at the bottom of the steering stem shaft under the bearing.
What about the upper one, does it go on the shaft under the race,will seems logic since the gravity will make the grease run down, or does it go on top of the bearing?

they are there more to keep dust and debris out than to keep the grease in,although they do keep the grease in.kinda:dry: .
