Is Fork Oil same as Shock Oil?

I'm in the process of rebuilding my Koni shocks as one has a leak.
I'm supposed to use Shock Oil to fill it, but am finding it tough to find any.
Fork oil is doing a similar job, and was wondering if the two oils are the same?

Looks like Amsoil uses the same for both.
