rear fender clearance

I have a 91 kz1000p and have taken off the rear fender to put a fatbob type fender on. the bike was lowered 3" using shorter shocks. when I took the stock fender off I found that the wheel had rubbed the tail light wires off. I plan to reroute the new wires to keep them out of the wheels path.
my question is , what is the appropriate spacing distance needed to prevent the tire from bottoming out on the fender. I don't want to damage the tire.
another concern is to ensure that the swing arm doesn't hit the end of the fender. I want to keep that end as low as possible to keep as much road grime as possible off of my battery and electronic componates..

Well.... what size is your rear tire? Is it a stock fender for a 91 kz1p?

the rear tire is stock and the new fender is a blank fatbob .the blank is going to be easier to customize the mount points and not have ugly unused holes in it

You shocks are to short,you should not touch the fender when bottom out your rear suspension.I would give 1/2" to 1" clearance.

I bought a sportster fatbob fender off ebay and plan to cut the rear rack that held the radio and mount the fender there. I'm going to use 1/2" steel pipe to make a sissy bar to mount my rear light and license plate to.

found out that the travel on the swing arm is about 4"

How about getting rid of the shock and replace it with a strut. Rigid ride, but no issues with anything rubbing at all. Plus you can go as low as you want.

how about stiffening up the preload on your shocks?

gonna set the preload so I can change for 1up 2up. as far as struts ,,,did the whole hardtail thing when I was younger. too old now
