Are these police mags?

I won these off of Ebay. The seller says they are both 18x2.15, which is what I want, but they have 4 bolt rotors. Aren't all police mags 6(7?) bolt rotors?
Either way, I got a smoking deal so I'm stoked. What are they from?

I'm not sure what came on the cop bikes but the usual size for mags are 19 front 16 back.

They could be, I think the early police mags had the 4 bolt pattern. The police rear I have is 18 X 2.50 and the front is 18 X 2.15.
