Question about inner fork tubes

I have my forks apart to replace the seals and in the process of cleaning them I noticed that the lower ends of the inner fork tubes look different. It seems like there is an inner sleeve that is rotated to a different position in each fork. I can't turn it and wonder if it is OK before I put them back together.
