drill the rim?

is it okay to drill the rim and stud the bead so the tire doesnt slip on the rim and rip off the valvestem (tube type)

i know you can do it on a car, but is it safe on a bike?

Drag racers are required to do it so you will be fine. Use small screws and screw the tire right to the rim.
