Frame repair

My frame has a crack in it near the bottom, looks like water got in and froze, causing it to split.
I discovered this problem a while ago, but I never really had the time or money to do anything about it until now.
Do you think a normal welder could cut out the damaged section (about 3 inches) and weld in a new piece of tube? I am worried the frame will warp from the heat.
Anyone in the Mass area know of any reputable shops that will do frame repair/straightening?
