if you are talking about taking out the steering stem, you will need to grind off the weld on the bottom first, and reweld it after its pressed back in

oh and sometimes there is a drift pin too,
all bikes are different but ive never seen one threaded.
pressed in pinned and apparently ppl have seen them with a weld.

Seems like there ought to be a way to just tape off the race and steering stem before powder coating.

You want to remove the lower bearing race, right? Easiest way is to set the tree bottom up in a vise (wrap a piece of cloth around the stem so you don´t score it) and chisel the race off - you´ll ruin the race but then you´ll have an excuse to install a set of tapered bearings.
To protect the stem from being powdercoated you can either mask it off with hi-temp tape or just stick a piece of appropriate size pipe over it with a big washer on top to close it off and a length of threaded rod through the stem with a nut at each end. Here´s a pic from when I had my stuff coated, pic´s kinda crappy but you can see the triple with the pipe still on:

oh ok, I was planing on new berings anyway, what about the grease seal, or oil seal?
And I guess the new berings will go on the grease seal?

The grease seal sits under the race, once the race is removed you can just pull the seal off. Btw, the race sits on a shoulder at the bottom of the stem so you don´t need to chisel the race all the way off the stem. Don´t throw the race away, unless it´s completely wasted it can be used when installing the lower tapered bearing on the shoulder. Can´t remember if the tapered bearings come with a seal, if not you can reuse the old one. Install the seal on the stem first, then tap the lower bearing onto the shoulder using the old race as a drift.
