Most likely it would be a bad idea. The 82 is probably electronic and the 78 is probably using points. Electronic coils on points shortens the life of the points.

I suspect that if you used all the ignition parts off the 82, it would work fine on the 78 although I can't say regarding the mechanical ignition advance that you would have to use. As far as the pickup coils, igniter, coils, and ballast resistor if the 82 is so equipped, if you use all of them, you will also want to use the mechanical advance from the 82 as well. I don't think it would be prudent to mix and match between the two bikes as the coils are likely have different resistance values.

That I can't really say. I don't know if the engine casting was changed at all, or if the advancer will bolt up. I don't have any reason to think it won't work, but someone else will probably know for sure.
If you have access to both bikes and the owner of the 82 is willing to let you tinker, you can just try and see if the stuff will mount in the casting. Make sure the cover works too. Sometimes the older points covers won't fit over the electronic stuff, so you may need the cover from the 82 engine as well.
And, of course, you'll have to find a place to mount the ignitor on the 78, but they're smal enough to hide just about anywhere.
