With the tacho light it can only be the bulb, bulb holder or one of the two short wires that join to the black/yellow and blue wires (they must be ok as the speedo light works - I assume at full brightness) you have said there was no power at the bulb holder which suggests the issue lies with the short blue wire (how are you checking this and how have you checked the bulb ?)
The panel lights are a little more involved:
Connect your volt meter black lead to battery neg red lead to brown in four pin plug - turn on ignition, should read within 0.5v of battery voltage
Connect red lead to battery pos and black lead to Black/yellow in 4 pin plug - should read within 0.3v of battery voltage
Connect black lead to battery neg and red lead to light green in four pin plug switch on ignition and select 1st gear - should read approximately battery voltage
Select neutral, connect red lead to grey turn signal wire and black lead to green turn signal wire. With the ignition on turn the switch to left and then to right - both readings (left and right) should read within 0.5v of battery voltage but the polarity will reverse (digital meter will show negative reading in one direction)
Connect black meter lead to battery ground and red lead to red/black in instrument pack, ignition on and "high beam" activated should read within 0.5v of battery voltage
Do these tests and let me know how you get on.
Personally given the age and the fact that these bulb holders were marginal when new, corroded bulb holders are the most likely cause of your issues. Member asphalt900 does a lot of work with instruments so may be able to advise a source for bulb holders (possibly something from the classic car world ??
