81 kZ1000 LTD left controls

Can anyone tell me what the "transformer looking" thing in the left controls is? I have been searching for it all morning. Now that I have my ignition switch repaired I am only  getting nine volts at the headlight plug with a full charge on my battery. So basically  I have lost headlight and tail light. I am switching 7" over to a sealed beam headlight.

A picture would help, before you get hung up on the switch check the "input" voltage to the switch from the fuse-box (there are several places this volt drop could occur) there is a section in my diagnostic guide (link in my signature) ref pin-pointing resistive faults
