Bad starter?

So I have a 1978 kz400. I am trying to get it b running again. I recently rebuilt the carb but I am having trouble getting it started. I was only getting one clock from the solenoid. So I replaced that and then nothing. Even with a jumper attached the solenoid only buzzes. Thinking maybe my starter is seized. I tried taking it with a hammer but nothing. Any thoughts?

Does the engine turn over with a wrench or kick start?

It will turn over when I kick it. But I haven't been able to start it that way.
