Once the ignition switch is working as expected, then you can use it as a test-point to troubleshoot the hi-beam/ignition problem.

That is not how it should be working based on the diagram I drew. (I've wired quite a few bikes with a generic switch in the exact way we talked about and it works as intended to give an option of riding without headlights.)
The ACC position should power everything except the headlights and the bike should run without headlights.
The IGN position should power everything including the headlights and the bike should run with headlights.
The ACC output should have power in two positions.
The IGN output should only have power in one position.
This way you have the option of running the bike with headlights or without.
The way you describe it working, you have lights in two positions, but ignition only in one position.
This means you have the option of everything, or lights only.
This indicates the switch is wired incorrectly, different from the diagram.
In order to start troubleshooting the high-beam problem, the ignition switch has to be confirmed to work as expected based on how it is wired (following the diagram).

The normal function would be just like in a car. OFF is everything powered off. Next position would be ACC where just the radio would get power, then next would be ON or IGN where the rest of the car's electrical (ignition, charging, etc ) gets power.
I edited the diagram to show what to try next on the ignition switch.
Once we know that is working correctly, we can use a voltmeter to start troubleshooting the high-beam issue.
Do you have a volt meter? Or a test light that you know very well (some might have quircks).
