The factory (stock) electronic ignition includes an igniter.
An igniter isn't used with a points ignition and isn't used with a Dyna-S electronic ignition.
The factory (stock) electronic ignition has two pickups (left-side and right-side).
The factory (stock) electronic ignition has a rotor with a pointer (and no magnet).
The after-market Dyna-S electronic ignition has two pickups (left-side and right-side).
The after-market Dyna-S electronic ignition has it's own special rotor with an embedded magnet.
The factory (stock) electronic ignition with its igniter is generally considered as being more efficient than the Dyna-S ignition.
The Dyna-S is more commonly used to replace a points style ignition.
If the factory (stock) electronic ignition with its igniter is functional, or can be made functional, it's probably better to keep the factory (stock) electronic ignition instead of replacing it with the less efficient Dyna-S ignition.
If there's an apparent issue with the igniter, the igniter might need replacing, but sometimes just needs a better ground wire connection, or a better connection of the wires through a connector to/from the igniter,
Already having on-hand the new Dyna-S along with new ignition coils, plug wires and caps, might justify installing it to replace the old factory (stock) electronic ignition components. But could also consider selling the Dyna-S ignition and coils to purchase new coils, plug wires and caps for the factory (stock) electronic ignition.

Is the igniter missing? If the igniter is present, perhaps it's still serviceable.

I would say it´s a kind of isolator cover to prevent a short cut of the wires/brushes to the starter housing.
