Seriously, there are several possibilities.

The kill switch is in the off position.
The battery is too weak to turn the starter and fire the ignition.
There could be a loose or broken wire somewhere in the ignition system.
The safety switch on the clutch lever is malfunctioning .
The igniter is fried.

It would help us if you could provide some additional information.
Has the bike run since you bought it? If so, what has happened or what has been done to the bike since the last time it ran? How do you know it is not making spark?

A battery charger does not provide enough amperage to start the bike. If you do not have one of the more expensive chargers that can detect the health of the battery, the best thing to do is to take the battery to an auto parts store or motorcycle repair shop that can load test it to be sure of its health. Even with a couple of dead cells, it can fool a simple volt meter.

Once you are sure the battery is up to snuff, you can begin chancing down other possibilities.

You did check the kill switch, right?

Do NOT try to start the bike with a battery charger hooked up or with the bike jumpered to another vehicle whose engine is running (hopefully you have not damaged anything yet). Doing that can fry your bike's electrical system. If your battery is run down charge it up; if it is bad replace it. Ed

Once battery is charged see if coils are getting 12 V, if yes, test coils with ohmeter, if coils are good, test spark plug wire, might want to cut a bit at both ends and reassemble, wire are good, check caps, finally check plugs. somewhere along there you might find what you are looking for.
