Neutral safety was created by Slick will
Does my neutral light have to be on to start my 78 kz650 and if so where should I look to fix that? I don't know much about bikes and it's giving me problems to start it

No, but the clutch lever needs to be pulled in. I have a Velcro strap that I wrap around the grip and lever when I'm working on the bike so I don't have fiddle with it when I'm starting and stopping often. It's also a safeguard if I accidentally put it in gear.
