What is the cheapest, quickest, and best way to get fouled spark plugs nice and clean?

If it were me I'd throw them in my blasting cabinet and hit them with glass.

When the plug on my Lawn Boy mower occasionally fouls I remove it from the mower, leave it in wrench's socket, clamp the socket in a vise, and blast the electrodes with my propane torch until they glow red hot. Then I hit them with a wire brush to clean off any ash. This does NOT make the plug look like new, but it does dry it out and clean it well enough to run well. Ed

Fouled as in Oiled, Gas or in carbon fouled...
Carbon, on a cold plug you could hit them with simple green, carb cleaner whatever cleaner doesn't leave a residue for a couple minutes then use a tooth brush/nylon brush to clean off....
Oiled plugs... Ed's method is nice but for me, cheapest fastest way would be to junk them and replace with new for at $2.50 ea, why bother and take the chance.
Rather spend the time, energy & $$$ trying to figure out why fouled...

Cleaning 2 stroke plugs as in the Lawn Boy recalls the good old motor scooter days, refilling with Amoco white gas at service stations providing these:
