Ignition Switch Problem - Reinstalled Incorrectly

I lost my key so I removed the ignition switch and took it to a locksmith to have a new key made. I must have reinstalled the switch incorrectly because now with the handle bars unlocked I cannot turn the key to the on position. The shop manual has no information on removal and correct installation. Can anyone help? The key only tuns to "lock" or "park". When it was first reinstalled it was in the "off" position and I was able to start the bike, but the handle bars were locked. When I moved the key to the "lock" position the handle bars unlocked, but now the bike will not start and I cannot get the key back into the "on" position.

Can you lower the headlight housing, and access the two Allen head screws holding the ignition switch? If so, take them out & try to get the fork lock to disengage & then re-install the switch correctly.
