Are the tips on spark plugs #3 and #4 wet with raw gasoline?
Adequate compression on #3 and #4?
Valve clearances on #3 and #4 within specs?

you have already so that's good
2. get a compression tester, all 4 cylinders have the same compression (give or take a bit)
3. if 1 and 2 are ok the its carbs or timing, if 1 & 2 are firing then the timing is good
4. that leaves the carbs -- take off float bowls and unclogg main jets

! & 4 come from 1 coils, 2 & 3 from the other one.
If you want to check, pull the plugs out of the head, put them into the caps and lay on the head. Put a wrench on the end of the crank and slowly turn the engine. When the pistons come to the top of each bore, the plug for that cylinder should fire.
