Whats the best thing to use to lub the tack cable with??
any decent oil will do it. is your tach foam mounted? is the foam toast? if so and its mounted tight that will also cause it bounce around some. replace the foam in that case. if you at one time added washers to tighten up the mount take them outta there!!...steve

WD-40, Lock-Eze, or any of the teflon-in or graphite-in solution sprays will do.
If you really want to do the job right, pull the cable from the bike entirely, the pull the core from the sheath and soak - then flush the cable housing with mineral spirits or "Blaster", (the stuck-nut stuff) to evacuate any grunge that's built up over time. You'll be amazed.
You'll probably get a  when you take a gander at the cable core as well. Rust, grunge, and sometimes, enough mud to give a geology student a woodie is caked on to it. Put it in a plastic pan with mineral spirits or Blaster overnight. Flush well in the morning.
Then, get a gob of white lithium grease in 'yer paw, and work the cable core through the grease until it's nice and gOoOpy.
Slide it back into the sheath, wipe the exterior down, and re-install...
Then, a couple of times a summer or so, pull the head of the cable from the tach and give it a liberal shot down the cable housing with your pick of sprays...

Z1 Enterprises would be a good source.
Click > Tach Cable from Z1E
And assure meter isn't hard-mounted.
The oem mounting allows cushioned movement.

I just installed a new tach cable earlier this week. Should I disconnect it and lube both ends with WD40 before I connect it? (I just removed the old cable and replaced it with the new cable).
New tach cable usually comes already lubed, and doesn't need any additional more lube before fitting it to the bike.
Should have eliminated possible cable related issue as reason for the jittery tach needle. Which leave either "mounting" or "internal" meter issue.
As earlier suggested, would assure the mounting is cushioned, so that the meter isn't hard-mounted to the bracket.
If jittery needle persists with new cable and cushioned mounting, an internal tach issue can be more problematic.
Might be dirt or insect related.
Good Fortune!
